Frank has over 38 years of experience leading teams and managing healthcare organizations. As a Senior Noncommissioned Officer in the United States Air Force, he served in numerous senior leadership positions including Superintendent of DoD’s largest dental activity and interim Command Chief at Wilford Hall Medical Center. Before establishing Gravity Leadership & Management and Healthcare Compliance Readiness (www.hcr-audit.com), Frank also worked as an Occupational Analyst for the Department of Defense, Texas and Louisiana District Manager for a national dental organization, Chief Operations Officer at a medical device company, and Practice Director at Health Texas Medical Group. He is a nationally published author and award-winning speaker, and his many career awards include the Air Force Dental Noncommissioned Officer of the Year. Frank is a graduate of the USAF Noncommissioned Officers Academy and he holds degrees in Dental Sciences, Organizational Management, as well as a Master’s degree in Human Resource Management. He is also a certified Senior Professional in Human Resources (SPHR) and HIPAA Professional, and teaches Leadership & Management and Entrepreneurship for the University of Texas at San Antonio – Small Business Development Center.

Heather Lisenbee

Government Services Consultant

With over 17 years of experience in operations and project management, Heather leads Gravity L&M’s consulting efforts in the area of federal and state government contracting and has a proven record of success writing, winning, and managing numerous multi-million-dollar projects. After serving in the United States Air Force for 13 years as a medical logistician, this native of Gillette, WY worked in several leadership roles including Program Manager positions supporting the Defense Health Agency (DHA) and the Veteran Administration (VA), as well as Director of Operations for an engineering firm. This well-rounded professional holds a Bachelor’s degree in Human Resources as well as a Master’s degree in Leadership & Management, and Procurement & Acquisition with specialized certification in Government Contracting. Heather possesses a Top Secret Security Clearance and is also certified as a Project Management Professional (PMP), Materials & Resource Professional (CMRP), Demonstrated Senior Logistician (DSL), and Human Resources Professional (PHR).

Jennifer Baugher

Director of Human Resources - Executive Coach

With over 25 years of experience in healthcare, human resources, and team leadership, Jennifer has unparalleled skills in nearly every facet of management. While on active duty with the Air Force, she served as a Dental Group Practice Manager and later completed a special duty assignment as a Leadership Training Instructor. After retiring from the military, Jennifer worked as the VP of Clinical Operations for a large national dental organization. She is a USAF Noncommissioned Officers’ Academy graduate and holds degrees in Dental Sciences and Instructor Technology. Jennifer also serves as the Director of Human Resources at Healthcare Compliance Readiness (HCR) and teaches human resource topics for the University of Texas at San Antonio – Small Business Development Center.
